Intocracy
In framing a government to be administered by
men over men, the great difficulty lies in this:
you must first enable the government to control
the governed; and in the next place oblige it to
control itself.
James Madison, Federalist 51
Intocracy is the form of governance which
allows
people to participate as people in governing themselves in
relation to the ability to govern as people utilizing a spiragral
approach where one can see evidence of all forms of
government within government.
1. Systems of Government seek spiral
fitness and design appropriate integral structures.
2. All
structures are designed, built and maintained as open
systems.
3. All
forms are promoted through an understanding of stretch, but not
dislocation from the spiral nature of the governing peoples
governing the people.
4. People
are encouraged to be who they are and when being who they are
interferes with other's right to be who they are, there are actions
taken according to the rules of the governing system, by the leaders
in that system.
5. If the
leaders in any system refuse to take power, accountability,
authority and responsibility for the violations within their
systems, the intocratic council will sanction the leaders, the
government with a "time bound escalation of intervention" that no
one can stop excepting the leaders and system being sanctioned--it
is a "triggered sequence" of increasingly punitive measures by the
world community.
6. The
triggering of the escalation of PAAR begins with a warning that it
has been triggered, which is then followed by
the beginning of sanctions at the intocratic council, leaders are expunged from the
council, then followed by economic sanctions, then followed by exile
from a united nations, then followed by blockade, then followed by
invasion, capture, trial and rebuilding by the civilary. In order to
remain sovereign, the government must remedy the situation according
to its own design, at first. If that doesn't succeed, escalating
loss of sovereignty occurs as noted.
7. Each
nation "earning" their way into the intocratic council by gradually
moving itself along a development path agreed to by the IC as
proposed by the UN will receive an escalating program of support
defined by military peacekeepers, civilary, economic support,
admission to the UN and finally representation on the intocratic
council. (reverse of the punitive program)
8. All
nations agree to a payment of support, fair trade as determined by
their contribution and governance, acceptance and promotion of civilary and leadership
development to support intocracy.
9. All
nations agree to move towards the formation of an intocratic
planetary system by 2025, with specific steps to be outlined by
those governments rated on the intocratic scale at the highest
levels.
10.
Governments are judged by an intocratic index of development that is
supported through the growth of the intocracy, formation of an
intocratic council, a revised UN and IMF/World Bank and the creation
of the civilary.

Setting of context with a story on
taxation - the bain of any governance:
I've heard this analogy explained before,
but this is the first time that I've seen a
good, clear written explanation.

Suppose that every day, ten men go out
for beer and the bill for all ten comes to
$100. If they paid their bill the way we pay
our taxes, it would go something like this:
The first four men (the poorest)
would pay nothing.
The fifth would pay
$1.
The sixth would pay $3.
The
seventh would pay $7.
The eighth would
pay $12.
The ninth would pay $18.
The
tenth man (the richest) would pay $59.
So, that's what they decided to do. The
ten men drank in the bar every day and
seemed quite happy with the arrangement,
until one day, the owner threw them a curve.
'Since you are all such good customers, he
said, 'I'm going to reduce the cost of your
daily beer by $20. Drinks for the ten now
cost just $80.
The group still wanted to
pay their bill the way we pay our taxes so
the first four men were unaffected. They
would still drink for free. But what about
the other six men - the paying customers?
How could they divide the $20 windfall so
that everyone would get his 'fair share?'
They realized that $20 divided by six is
$3.33. But if they subtracted that from
everybody's share, then the fifth man and
the sixth man would each end up being paid
to drink his beer. So, the bar owner
suggested that it would be fair to reduce
each man's bill by roughly the same amount,
and he proceeded to work out the amounts
each should pay.
And so:
The
fifth man, like the first four, now paid
nothing (100% savings).
The sixth now
paid $2 instead of $3 (33%savings).
The
seventh now pay $5 instead of $7
(28%savings).
The eighth now paid $9
instead of $12 (25% savings).
The ninth
now paid $14 instead of $18 (22% savings).
The tenth now paid $49 instead of $59 (16%
savings).
Each of the six was better
off than before. And the first four
continued to drink for free. But once
outside the restaurant, the men began to
compare their savings.
'I only got a
dollar out of the $20,'declared the sixth
man. He pointed to the tenth man,' but he
got $10!'
'Yeah, that's right,'
exclaimed the fifth man. 'I only saved a
dollar, too. It's unfair that he got ten
times more than I!'
'That's true!!'
shouted the seventh man. 'Why should he get
$10 back when I got only two? The wealthy
get all the breaks!'
'Wait a minute,'
yelled the first four men in unison. 'We
didn't get anything at all. The system
exploits the poor!'
The nine men
surrounded the tenth and beat him up.
The next night the tenth man didn't show
up for drinks, so the nine sat down and had
beers without him. But when it came time to
pay the bill, they discovered something
important. They didn't have enough money
between all of them for even half of the
bill!
And that, boys and girls,
journalists and college professors, is how
our tax system works. The people who pay the
highest taxes get the most benefit from a
tax reduction. Tax them too much, attack
them for being wealthy, and they just may
not show up anymore. In fact, they might
start drinking overseas where the atmosphere
is somewhat friendlier.
For those who
understand, no explanation is needed.
For
those who do not understand, no explanation
is possible.

the question is, that given this
situation, which i believe is mostly fair
(you would NOT have heard this from me 10
years ago!), because i grew up poor as a
democrat and married rich as a republican
and now am not here, and no there...no where
and now here...[notice the use of
"space...]
the issue is the values,
not the system...because the nature of
things says that some people are valued as
beautiful, some not, valued as tall, some
short, valued as blue-eyed, some not...and
the extrapolation remains (Spiral-Next
contention) is that the nature of things
in some people will be more aligned with the
nature of things in business, society,
civilization and some not...
if a
tax structure is to be fair and "natural"
then it would take into consideration the
element that some are by their nature, or
possibly the nature of their predecessors
were in fact, more aligned (energenetically--another
new word for nexters (substituting for
epigenetically) and found it easy, or hard
(even working hard is nature's gift, trust
me on this) and so for whatever situation
you can invent, i can show you a direct or
indirect link to the nature of things,
person or business...society or governance
structure....
therefore, a social
(civilization requirement?) obligation of
the aligned and the productive is to provide
a mere stipend for those who are not
aligned--INCLUDING funding (not gifting)
civilized ways of aligning the nature of
things such that those unaligned can be
aligned, so support of all kinds of
activities--if the civilization wants
bio-diversity--and this is thinking that we
are not doing, except as a confrontational
strategy to those who are both aligned and
unaligned, pitting them against each other
"false assumptions" (what would a mike jay
rant be without a reference to blank slate,
eh)...
yes, i agree we need design,
and that it be natural, but not a design
which "naturally" favors the aligned in
opposition to the non-aligned...
so
as you read the tax proposition below,
understand, there is a value issue in that
you don't beat up the racehorse, you care,
and feed them and provide them with the
nature of realizing their gifts, in
order--not that they have, but they provide
as to their nature, back to their nature, so
that all might live with dignity...
i'm working on the last part of this, it's
the toughest part, because we have to
untangle the fabric of blank slate to remove
the flawed assumptions that bind us...

Civilary

The authors of the
first paper on 4th
Generation Warfare captured some
of this strangeness when they
predicted:
"The distinction between war
and peace will be blurred to
the vanishing point. It will
be nonlinear, possibly to
the point of having no
definable battlefields or
fronts. The distinction
between 'civilian' and
'military' may disappear."

Civilary
is a stratified force of specially trained individuals form any
country who operate on behest of the intocratic council. In the
beginning, it becomes a governing body for all organizations on
earth at all levels exporting relief in any form.
Grouping by level, although in all
cases, combinations are deployed
[The following levels are
identified through
Spiral
Dynamics®]
Beige
Team:
Survival support and recovering, fast-acting intervention emergency
actions and currently tied to FEMA-like structures, designed for in
and out intervention to stabilize survival in calamity of any form.
Used in conjunction with military interventions as dictated by
intocratic law described above.
Purple
Team:
Short term support design like the Red Cross and NGOs as
transitioning levels.
Red Team: Military invasion force, quit
hitting strike force that kills the enemy
while avoided non-military targets (marine recon, delta, seals,
rangers, etc.) with lethal force. USMC becomes example of
transitioning level.
Blue
Team:
Military forces coming in behind Red for longer term military
presence with lethal and well as non-lethal weapons.*
Orange:
Military Police force designed to promote the gradual introduction
of spiral activity in the populous where military police are required
to stabilize system with non-lethal weapons. National Guard in
Reserve.
Green:
Long term aid workers who work in areas that have been devastated,
attacked by disease, famine and pestilence that require long term
aid and rebuilding (peace corps as example)
Yellow:
Intocratic intellectuals, scientists, governance, economists,
bankers, entrepreneurial coaches, designers, professional innovators
who are supplied and paid by intocratic council to provide a shot in
the arm for jumpstarting economies, systems of delivery of services,
etc.
Turquoise:
Healers, gurus, pundits, mystics, artists and shamans who agree to
support the growth of healing and development according to the ways
of the people.
This
civilary would often be deployed as a system and would draw from
professionals who are paid, supported and trained by the yellow and
turquoise levels to become civilary.
[AS a side note, the clear
differentiation noted by reciprocal dynamics MUST
be employed, where the intervention is designed to
promote the most efficient combinations of
content, context, conditions, code, culture and core
attributes!]
Civilary
would be a global force and would take applications from any country
regardless of status. A rigorous stratified training system and
qualification system designed to promote the growth of each
individual in the civilary to the desired level of their
contribution. Applications taken on a rotating basis so all
countries could participate in sending members and a quota
established based on the population of each country and the
representation related to population of each country.
Countries
according to intocracy would be those entities that are recognized
through allowing people to be who they are at any level matched to
the appropriate system.
Planatary
visas would provide free moment among countries allowing people to
move as immigration quotas allowed according to their "history" of
peace contribution, non-peaceful participants would be limited in
movement as well as electronically tagged for varying levels of
probationary status depending on intocratic guidelines.
Access is
allowed to internet kiosks in all parts of the world using 4G
wireless system, accompanying "
Diane-Link " monitors identifying large
value fluctuations in the consciousness through detection and the
deployment of appropriate civilary to guard, support and deter
or infuse events which would affect people being who they have a right to be.
*Non Lethal Weapons to be used for
all Non Red Strike Force & Blue Protectors when possible
